Russia Considers US Paratroopers Arrival in Ukraine Violation of Minsk Deal

Sputnik - The US Army announced earlier on Friday that some 300 paratroopers from the 173rd Airborne Brigade, based in Italy, arrived on Tuesday and Wednesday in Yavoriv in western Ukraine, to spend six months training three battalions of Ukrainian National Guard.
"These US actions directly contradict the agreements reached in Minsk on February 12, signed by Kiev officials and supported, as far as we are concerned, by Washington," Foreign Ministry's spokesman Alexander Lukashevich said in a statement.
"It could be viewed as a first step toward supplying Ukraine with advanced US weaponry, which Kiev's 'party of war' desires so much."
Washington's support of Ukrainian war hawks could lead to a new bloodshed in a country sharing border with Russia, the Russian Foreign Ministry's spokesman said.
In December 2014, the US Congress passed and US President Barack Obama signed into law the Ukraine Freedom Support Act, which allows lethally arming the conflict-torn country.
Russia called the legislation provocative, warning that such an approach could escalate violence in the country. The United States has so far refrained from providing Ukraine with lethal weapons.

US Drones Cannot Function Without Ramstein Military Base in Germany

Sputnik - An unnamed source with knowledge of the US government’s controversial drone program told The Intercept that “without Ramstein, [US] drones could not function, at least not as they do now.”
These latest revelations, according to experts cited by The Intercept, allow US personnel to be charged with war crimes in accordance with German law.
“American personnel stationed at Ramstein could, in theory, be vulnerable to German prosecution if they provide pilots with data used in attacks.” 
The newly leaked documents should help spur action from German leaders, who according to Medea Benjamin, the author of the book “Drone Warfare: Killing by Remote Control,” have been mute on the issue.
“In the past, Chancellor [Angela] Merkel and her government have claimed to have no knowledge of the role of Ramstein in the US drone wars, even though many respected German media outlets have published reports about this,” Benjamin told Sputnik on Friday.
Benjamin noted that US drone strikes had killed several German citizens, but the German government had refused to investigate the killings.
“By allowing the United States to use Ramstein for drone wars, the German government shares the guilt for thousands of murders, including in countries like Pakistan, Yemen and Somalia, where neither the United States nor Germany nor NATO are officially at war,” Benjamin said.
According to a 2014 report published by The Bureau of Investigative Journalism, the US President Barack Obama administration has launched more than 390 drone strikes, killing more than 2,400 people, at least 273 of which were reportedly civilians.

Das KAIROS Palästina-Solidaritätsnetz, die pax christi-Kommission Nahost und die Arbeitsgemeinschaft Christlicher Kirchen in Baden-Württemberg veranstalten am 6. Juni 2015 einen Thementag „Gerechtigkeit schafft Frieden in Palästina und Israel“ im Rupert-Mayer-Haus in Stuttgart (S-Bahn Stadtmitte) und laden hierzu alle Interessierten ein. „Mit diesem Thementag wollen wir über die Situation in Palästina und Israel informieren und Möglichkeiten des Engagements in Deutschland für einen gerechten Frieden auf der Basis von Völkerrecht und Menschenrechten in diesem Konflikt aufzeigen“, erklärt Gesine Janssen, die Sprecherin des Vorbereitungskreises.
Bei dieser Veranstaltung werden im Rupert-Mayer-Haus, Hospitalstraße 26, in Stuttgart-Mitte den ganzen Tag über verschiedene Themen mit Kurzvorträgen und jeweils anschließender Diskussion behandelt. Es beginnt mit einer Bibelarbeit von Pfarrer Mitri Raheb aus Bethlehem, Mitverfasser des Kairos-Palästina-Dokumentes und Träger mehrerer deutscher Preise. Es schließt sich das Thema „Über- Lebenssituation in Palästina“ mit Rania Salsaa, seit 2014 Koordinatorin im International Center of Bethlehem/Diyar Consortium, und Mitri Raheb an. Zu dem Thema „Frieden ist möglich“ werden Helga Baumgarten, Politikwissenschaftlerin an der palästinensischen Universität Bir Zeit, und Jeff Halper, Mitbegründer und Direktor des Israeli Committee against House Demolitions (ICAHD), sprechen. Drei Personen beschäftigen sich bei dem Thema „Das Schweigen in der Kirche brechen“ mit der Position der evangelischen und katholischen Kirche in Deutschland zu dem Kairos-Palästina-Dokument: Weihbischof Thomas Maria Renz von der Diözese Rottenburg-Stuttgart, Vorsitzender der Arbeitsgruppe „Naher und Mittlerer Osten“ der Deutschen Bischofskonferenz, der frühere Vorsitzende des Rates der Evangelischen Kirche in Deutschland Manfred Kock sowie der jüdische Trauma-Therapeut und Direktor von Kairos USA Mark Braverman, bekannt durch sein Buch „Verhängnisvolle Scham. Israels Politik und das Schweigen der Christen“. Die Herausforderungen an die deutsche Politik bezogen auf die Situation in Israel und Palästina besprechen die drei Bundestagsabgeordneten Rainer Arnold, verteidigungspolitischer Sprecher der SPD-Fraktion, Annette Groth, menschenrechtspolitische Sprecherin der Fraktion Die Linke, und Uwe Kekeritz, entwicklungspolitischer Sprecher der Fraktion von Bündnis 90/Die Grünen, sowie Rolf Verleger von der Jüdischen Stimme für gerechten Frieden in Nahost, von 2005 bis 2009 Direktoriumsmitglied im Zentralrat der Juden in Deutschland.
Den Abschluss des Thementages bildet am Abend ein Konzert mit Esther Bejarano und ihrer Rap-Band Microphone-Mafia. E. Bejarano spielte im Mädchenorchester in Auschwitz. Auf Konzerten tritt sie leidenschaftlich für Toleranz und gegen jede Art von Antisemitismus, Rassismus, Neonazismus und Ausgrenzung ein.
Hintergrundinformationen: 2009 richteten sich palästinensische Christ/innen mit ihrem in Bethlehem verabschiedeten Kairos Palästina Dokument an Menschen aller Glaubensrichtungen im Nahen Osten sowie an die Kirchen der Welt und an die internationale Völkergemeinschaft. Mit ihrem Wort des Glaubens, der Hoffnung und der Liebe bitten sie bis heute darum, der Bevölkerung Palästinas zur Seite zu stehen und sich im Sinne ihres Plädoyers für Gerechtigkeit für ein Ende der Besetzung palästinensischen Landes einzusetzen. Dieses Thema wurde auf dem 2. Ökumenischen Kirchentag 2010 in München behandelt. Bitten und Anträgen, dem Dokument und seinen Verfasser/innen - angesichts der sich weiter verschlechternden Lage in Palästina und des immer weiter gehenden illegalen Baus israelischer Siedlungen in den von Israel besetzten palästinensischen Gebieten - ein Forum zu geben,

wurden für die Kirchentage 2011 in Dresden, 2013 in Hamburg und 2015 in Stuttgart vom Zentralen Büro des DEKT in Fulda abgelehnt. Daraufhin entschied sich das KAIROS Palästina-Solidaritätsnetz, eigene Veranstaltungen zu Israel und Palästina als Ergänzung zum Programm des DEKT 2015 in Stuttgart anzubieten. Die pax christi-Kommission Nahost und die Arbeitsgemeinschaft Christlicher Kirchen in Baden-Württemberg gingen für den 6. Why should Congress approve?

Women assembled in The Hague 100 years ago to help stop all wars, we need to renew this effort.
The WILPF Aims and Principles as revised and adopted on August 5th 2011 and as laid down in a revised draft for adoption at The Hague on 23rd April 2015 are as follows:
„ World peace we work for“
Total and universal disarmament“
Abolition of violence and coercion in settlement of conflict and their substitution in every case by negotiation ...“
Strengthening of the United Nation System in full respect of its Charter“
The Draft Program 2015-2018 starts with protesting „against the madness and hororr of wars being waged in large parts of the world“.
So YES the Draft Resolution is related to existing program and policy.

As WILPF women representing countries from all continents, assembled to commemorate 100 years of efforts to halt all wars, committed to study the root causes of conflict and to the enforcement of International Law we are deeply concerned over the extension of another conflict zone in the Middle East.
We therefore strongly object to the military intervention in YEMEN carried out by 10 allied forces* with strategic support by major powers* beginning March 25th during the critical 5+1 negotiations with Iran.*
We are profoundly concerned over the extension of conflict in the Greater Middle East and North Africa as adding to the ongoing undeclared war against the people of GAZA, the destabilization of Syria since 2011 and the recent bomb raids under the pretext of fighting terrorism. We therefore recall that terrorism with alll its atrocious excesses must be and can be fought successfully under the UNSCR 2178.
Being alarmed over the exension of violence that followed the so called humanitarian intervention in Libya in 2011 by misuse of the respective UNSCR leading to the destruction of this prosperous Arab nation, we see paralells to the military interventions in Bahrein, Mali, Sudan, Somalia, Pakistan, Iraq since 2003, Afghanistan since 2001 and Jugoslavia in1999*.  All these wars have been waged over access to energy resources or for strategic purposes.
We cannot but also be seriously alarmed by the mounting up of aggression against Russia. We protest firmly against the NATO war manoeuvres presently being held under the rubric 'Operation Atlantic Resolve', stretching from the Baltic to the Black Sea* . This  threatening of Russia is unjustified. Russia is by no means an aggressor but  on the contrary has provided its diplomatic skills successfully several times. It helped  to remove Syrias chemcial weapons in 2013 and contributed  to solve the Ukrainian conflict through the Minsk Agreements, see February 15th. We  approve  their of their efforts to protect their own population.
We protest against the policy of sanctions and demonisation of leaders of sovereign nations as we raise our voice against any policy of enemy image building as being incompatible with the UN Charter.
We strongly support all efforts of peaceful conflict settlement. In particular we welcome the Minsk II agreement as supported by UNSCR 2202 . We urge all sides to work for its implementation.(2398 characters)

Required Actions/Follow Up Procedure:

The text of this resolution must be widely publicized, in particular on WILPF- international websites and made accessible through  all WILPF channels. The secretariat and the IB as well as the sections commit themselves to  distribute it and sections translate it in their respective languages. All news channels will be provided with the text. Letters to the governments will be encouraged through the IB members  and  all delegates and congress participants.

Being aware that footnotes are not usual in resolutions, as we are dealing with a situation emerging daily, we think it appropriate to document some details:

*Minsk II: 12 Feb 2015

• Immediate and full ceasefire in particular districts of Donetsk and Luhansk Oblasts of Ukraine and its strict fulfilment as of 00.00 midnight (Kiev time) on Feb. 15, 2015.
• Pull-out of all heavy weapons by both sides to equal distance with the aim of creation of a security zone on minimum 50 kilometres apart for artillery of 100mm calibre or more, and a security zone of 70km for MLRS and 140 kilometres for MLRS Tornado-S, Uragan, Smerch and tactical missile systems Tochka U.
– for Ukrainian troops, from actual line of contact;
– for armed formations of particular districts of Donetsk and Luhansk Oblasts of Ukraine, from the contact line in accordance with the Minsk memorandum as of Sept. 19, 2014
• The pullout of the above mentioned heavy weapons has to start no later than the second day after the ceasefire and finish within 14 days.
• This process will be assisted by OSCE with the support of the Trilateral Contact Group.
• Effective monitoring and verification of ceasefire regime and pullout of heavy weapons by OSCE will be provided from the first day of pullout, using all necessary technical means such as satellites, drones, radio-location systems etc.
• On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” and also about the future of these districts based on the above mentioned law.
• Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” based in the line set up by the Minsk Memorandum as of Sept. 19, 2014.
• Provide pardon and amnesty by way of enacting a law that forbids persecution and punishment of persons in relation to events that took place in particular departments of Donetsk and Luhansk Oblasts of Ukraine.
• Provide release and exchange of all hostages and illegally held persons, based on the principle of “all for all”. This process has to end – at the latest – on the fifth day after the pullout (of weapons).
• Provide safe access, delivery, storage and distribution of humanitarian aid to the needy, based on an international mechanism.
• Define the modalities of a full restoration of social and economic connections, including social transfers, such as payments of pensions and other payments (income and revenue, timely payment of communal bills, restoration of tax payments within the framework of Ukrainian legal field)
• With this aim, Ukraine will restore management over the segment of its banking system in the districts affected by the conflict, and possibly, an international mechanism will be established to ease such transactions.
• Restore full control over the state border by Ukrainian government in the whole conflict zone, which has to start on the first day after the local election and end after the full political regulation (local elections in particular districts of Donetsk and Luhansk Oblasts based on the law of Ukraine and Constitutional reform) by the end of 2015, on the condition of fulfilment of Point 11 – in consultations and in agreement with representatives of particular districts of Donetsk and Luhansk Oblasts within the framework of the Trilateral Contact Group.
• Pullout of all foreign armed formations, military equipment, and also mercenaries from the territory of Ukraine under OSCE supervision.
Disarmament of all illegal groups.
• Constitutional reform in Ukraine, with the new Constitution to come into effect by the end of 2015, the key element of which is decentralisation (taking into account peculiarities of particular districts of Donetsk and Luhansk Oblasts, agreed with representatives of these districts), and also approval of permanent legislation on special status of particular districts of Donetsk and Luhansk Oblasts in accordance with the measures spelt out in the footnotes, by the end of 2015. Israel commemorates Yom HaShoah/Holocaust Remembrance Day annually. Vad Vashem is its official holocaust memorial.
Netanyahu exploited the occasion this year like earlier. He denigrated the memory of millions of Jewish and non-Jewish WW II victims.
He ignored decades of Israeli inflicted genocidal slaughter on defenseless Palestinians. He finds news ways to reveal his hate-mongering/racist/serial lying viciousness.
His serial lying wore thin long ago. “(N)othing is being done” about Iran,” he blustered.
“Appeasing tyrannical regimes will only increase their aggression and is an approach that is liable to drag the world into larger wars.”
Fact: Iran is one of the world’s leading peace and stability proponents.
Fact: It threatens no other nation. It hasn’t attacked another one for centuries.
Fact: Israel wages endless war on defenseless Palestinian men, women and children.
Fact: It murders them in cold blood. It enforces apartheid ruthlessness worse than South Africa’s.
Fact: Partnered with America, it threatens world peace.
Fact: It’s contemptuous of rule of law principles. It mocks democratic values. It’s increasingly despised worldwide.
“Iranian leaders are exporters of death and destruction,” Netanyahu ranted.
“The world is not listening to the calls in Iran urging death to Israel, death to America.”

Israel is the region’s main threat. It remains unaccountable for decades of high crimes against peace.
It’s a democracy in name only. Jews alone have rights. Arab citizens are considered fifth column threats.
Netanyahu threatens Jews and non-Jews alike. State terror is official Israeli policy – more than ever under his fascist rule.

Never again didn’t stop wars. They rage today. US-dominated NATO and Israel bear full responsibility.
This out-of-control monster may destroy life on earth. Their thermonuclear arsenals and long-range delivery capability can strike targets virtually anywhere with pinpoint accuracy – by judgmental error or intent.
Propaganda wars precede hot ones. Netanyahu’s maniacal anti-Iranian rants threaten regional peace.
World leaders are “comatose (and) delusional” in the face of today’s Nazis, he bellowed.
“Appeasement towards these regimes increases their aggressiveness. If (it isn’t) curbed in time, humanity may find itself in far greater wars in the future.”

It’s hard imagining why anyone takes him seriously. Why Israelis put up with him they’ll have to explain.
It bears repeating. Iran is one of the world’s leading proponents of peace and stability.
It hasn’t attacked another country in centuries. It threatens none now. The whole world knows its nuclear program is peaceful.
America and Israel threaten world peace and stability. Their imperial ambitions may kill us all.

America’s Weaponising of Ignorance

The contract killing of two opposition figures in Kiev this week is stark evidence that the country under the Western-backed regime is descending into a fully-fledged state of chaos and criminality. 
We have already seen the rise of Neo-Nazism militarism, and now the assassination of political opponents on the streets of Kiev. Yet, still, the Western governments and their dutiful news media steadfastly refuse to deal with the grim reality. Instead, they continue to regurgitate slanderous aggression against Russia. And when the West cannot cope with explaining reality they simply disparage Russia for telling lies and «weaponising information». But the truth is that it is the West that is «weaponising ignorance». Wilful, unabashed, woeful ignorance.
Former Ukrainian newspaper editor Oles Buzina was gunned down reportedly by two masked assailants near his home in the Ukrainian capital on Thursday. 
Only the day before, former parliamentarian Oleh Kalashnikov was also murdered at his Kiev home. Both men were known for their outspoken critical views of the ultra-rightist regime that seized power last year with the backing of Washington and Brussels. Kalashnikov had been a senior member of the Party of Regions – the party of ousted President Viktor Yanukovych.
The latest execution-style killings follow a spate of at least four suspicious deaths among other former parliamentarians who had also belonged to the Yanukoych government before it was overthrown in February 2014 in a Western-sponsored coup. 
The new regime has gone on to oversee a state of illegal war waged against the dissident pro-Russian eastern Ukraine regions, as well as teetering bankruptcy, widespread social and economic misery, the rise of private militias under the control of competing corrupt oligarchs, and the systematic glorification of former Nazi collaborators. The formation of the Ukrainian Insurgent Army, which perpetuated mass killings on behalf of the Nazi Waffen SS during World War Two, has been made into an official public holiday in commemoration of that death squad. 
Last week, the regime’s parliament in Kiev, which is dominated by openly fascistic parties, voted to ban Communist organisations and to erase all symbols of Soviet-era history. Public statues of Soviet leaders and Red Army heroes who liberated Ukraine from Nazi domination have been obliterated. The regime is planning to spend more than $200 million purging cities and towns of their Russian place names. 
Now the assassination of political opponents who are deemed to be «pro-Russian» takes the Kiev regime to a new level of lawlessness and ideological extremism. 
For the past year, Western governments and media have persisted in branding the regime in Kiev as a «pro-democracy» vanguard that was endeavouring to orient the former Soviet Republic towards «Western values», membership of the European Union and joining the US-led NATO military alliance.
The Western depiction of developments under the Kiev regime is a stupendous feat of denial over what is really happening in Ukraine. The practice of oligarch-banditry and the surge in Nazi-styled paramilitaries, brashly donning SS insignia and carrying out war crimes against the ethnic Russian population; the indiscriminate shelling of eastern Ukrainian cities and villages under the orders of Kiev leaders; and the economic blockade of the breakaway region in a Nazi policy of collective punishment – all these violations have been comprehensively denied by Western governments and their mass media. 
The West’s preferred distortion is to invert reality by accusing Russia of «invading» Ukraine and sponsoring proxy pro-independence rebels in the east. No matter that there is no credible evidence to support such claims; no matter that Moscow has repeatedly denied the allegations, including this week by President Vladimir Putin in his annual public Q&A conference; no matter that the eastern Ukrainian rebels deny the «Russian proxy» charge; no matter that the monitors of the Organisation for Security and Cooperation in Europe can’t find evidence of Russian invasion; no matter that the head of French military intelligence Christophe Gaumard just this week told his country’s National Assembly that there is no evidence of Russian military incursion in Ukraine, or even plans for such an incursion. 
However, with the emergent campaign of murder against opposition politicians and journalists in Kiev, the Western distortion of reality stretches its elastic credulity to breaking point.
Innocent, unarmed civilians are being gunned down in the streets of Kiev for the sole reason that these individuals have expressed political views that are critical of the Western-installed Kiev regime. If that isn’t evidence of the regime descending into the fascist practices that it eulogises then what is?
Ironically, against this appalling background of Western collusion with atavistic Nazi barbarism in Kiev, the United States Congress this week held hearings on what it called Russia’s «weaponisation of information».
Speakers told the Senate Foreign Affairs Committee of their fears that Russia was winning a propaganda war. Their evidence? Well, because reputable Russian news channels, such as RT, Itar-Tass and Sputnik, were reaching Western audiences with an alternative perspective on the crisis in Ukraine. A perspective that actually explains the nature of the Ukraine conflict in a credible geopolitical context of Washington seeking regime change for its wider pursuit of global military dominance vis-a-vis Russia.
Just because Russian media do not peddle an anti-Putin, anti-Moscow narrative – as the Western outlets shamelessly do – then that is construed as «evidence» that the Kremlin is conducting an information war and «weaponising information». 
Earlier this year, US Secretary of State John Kerry told Congress that «Russia’s military aggression is matched only by its propaganda». Kerry appealed for more than $630 million to counteract the influence of Russian news media on the American public by setting up Russian-language satellite TV stations that will beam Fox-News-style into Russia. 
Kerry’s chain of thought based on false assertion leading to false conclusion is espoused unanimously among the White House, the State Department, the US media and the two chambers of Congress – the Senate and House of Representatives. In other words by the entire American political establishment.
Last month, the House of Representatives voted by a landslide calling on President Barack Obama to send lethal weapons to support the Kiev regime «against Russian aggression».
One of the Representatives, Republican party member Steve Pearce (New Mexico), had this to say to a concerned American citizen, who had written to Pearce deploring Congressional support for the Kiev regime and the drive for war with Russia. 
Disturbingly, Pearce’s letter reveals an astounding dearth of knowledge. He writes:

 »On February 22, 2014, the Ukrainian parliament unanimously voted to impeach President Viktor Yanukovych, following months of protest. Former President Yanukovych has since fled to Russia – with Russia now challenging the sovereignty of Ukraine. It is very concerning that Russia is acting in Ukraine and not allowing the will of the people to determine the future of the nation. The United State [sic] should stand up, and let it be known that we will not tolerate Russia invading its neighbors. Ukraine has the right to determine its own course».
Note how there is no mention by the Congressman of how the US State Department funded the violent Maidan protests in Kiev at the end of 2013, or how the CIA colluded with Pravy Secktor Neo-Nazi paramilitaries to violently topple the constitutionally elected Yanukovych government. 
The concerned US citizen who shared this correspondence, Randy Martin, a social media activist, said of Congressman Pearce’s reply: «In his response to my letter, he apparently had no clue about the US role in backing the Neo-Nazi coup that has resulted in the overall collapse of the Ukraine economy, a brutal civil war and genocide against Russian-speaking people in Ukraine, and the fact that the US military is now actively training the only standing Neo-Nazi military in the world». 
The Congressman – as with the rest of the ruling elite in Washington – evidently lives in a state of blissful ignorance about what is really going on in Ukraine. Yet based on this ignorance, he and his fellow Congressmen voted for the supply of billions-of-dollars-worth of weaponry to the Nazi-adulating Kiev regime – a regime where opposition politicians and journalists are being gunned down in their homes. 
Across the spectrum of official American politics and that supposed pillar of democracy – the news media – what we see is «systematic ignorance».

Why should Congress approve?

Women assembled in The Hague 100 years ago to help stop all wars, we need to renew this effort.
The WILPF Aims and Principles as revised and adopted on August 5th 2011 and as laid down in a revised draft for adoption at The Hague on 23rd April 2015 are as follows:
„ World peace we work for“
Total and universal disarmament“
Abolition of violence and coercion in settlement of conflict and their substitution in every case by negotiation ...“
Strengthening of the United Nation System in full respect of its Charter“
The Draft Program 2015-2018 starts with protesting „against the madness and hororr of wars being waged in large parts of the world“.
So YES the Draft Resolution is related to existing program and policy.

Text:

As WILPF women representing countries from all continents, assembled to commemorate 100 years of efforts to halt all wars, committed to study the root causes of conflict and to the enforcement of International Law we are deeply concerned over the extension of another conflict zone in the Middle East.
We therefore strongly object to the military intervention in YEMEN carried out by 10 allied forces* with strategic support by major powers* beginning March 25th during the critical 5+1 negotiations with Iran.*
We are profoundly concerned over the extension of conflict in the Greater Middle East and North Africa as adding to the ongoing undeclared war against the people of GAZA, the destabilization of Syria since 2011 and the recent bomb raids under the pretext of fighting terrorism. We therefore recall that terrorism with alll its atrocious excesses must be and can be fought successfully under the UNSCR 2178.
Being alarmed over the exension of violence that followed the so called humanitarian intervention in Libya in 2011 by misuse of the respective UNSCR leading to the destruction of this prosperous Arab nation, we see paralells to the military interventions in Bahrein, Mali, Sudan, Somalia, Pakistan, Iraq since 2003, Afghanistan since 2001 and Jugoslavia in1999*.  All these wars have been waged over access to energy resources or for strategic purposes.
We cannot but also be seriously alarmed by the mounting up of aggression against Russia. We protest firmly against the NATO war manoeuvres presently being held under the rubric 'Operation Atlantic Resolve', stretching from the Baltic to the Black Sea* . This  threatening of Russia is unjustified. Russia is by no means an aggressor but  on the contrary has provided its diplomatic skills successfully several times. It helped  to remove Syrias chemcial weapons in 2013 and contributed  to solve the Ukrainian conflict through the Minsk Agreements, see February 15th. We  approve  their of their efforts to protect their own population.
We protest against the policy of sanctions and demonisation of leaders of sovereign nations as we raise our voice against any policy of enemy image building as being incompatible with the UN Charter.
We strongly support all efforts of peaceful conflict settlement. In particular we welcome the Minsk II agreement as supported by UNSCR 2202 . We urge all sides to work for its implementation.(2398 characters)

Required Actions/Follow Up Procedure:

The text of this resolution must be widely publicized, in particular on WILPF- international websites and made accessible through  all WILPF channels. The secretariat and the IB as well as the sections commit themselves to  distribute it and sections translate it in their respective languages. All news channels will be provided with the text. Letters to the governments will be encouraged through the IB members  and  all delegates and congress participants.

Being aware that footnotes are not usual in resolutions, as we are dealing with a situation emerging daily, we think it appropriate to document some details:

*Minsk II: 12 Feb 2015

• Immediate and full ceasefire in particular districts of Donetsk and Luhansk Oblasts of Ukraine and its strict fulfilment as of 00.00 midnight (Kiev time) on Feb. 15, 2015.
• Pull-out of all heavy weapons by both sides to equal distance with the aim of creation of a security zone on minimum 50 kilometres apart for artillery of 100mm calibre or more, and a security zone of 70km for MLRS and 140 kilometres for MLRS Tornado-S, Uragan, Smerch and tactical missile systems Tochka U.
– for Ukrainian troops, from actual line of contact;
– for armed formations of particular districts of Donetsk and Luhansk Oblasts of Ukraine, from the contact line in accordance with the Minsk memorandum as of Sept. 19, 2014
• The pullout of the above mentioned heavy weapons has to start no later than the second day after the ceasefire and finish within 14 days.
• This process will be assisted by OSCE with the support of the Trilateral Contact Group.
• Effective monitoring and verification of ceasefire regime and pullout of heavy weapons by OSCE will be provided from the first day of pullout, using all necessary technical means such as satellites, drones, radio-location systems etc.
• On the first day after the pullout a dialogue is to start on modalities of conducting local elections in accordance with the Ukrainian legislation and the Law of Ukraine “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” and also about the future of these districts based on the above mentioned law.
• Without delays, but no later than 30 days from the date of signing of this document, a resolution has to be approved by the Verkhovna Rada of Ukraine, indicating the territory which falls under the special regime in accordance with the law “On temporary Order of Local Self-Governance in Particular Districts of Donetsk and Luhansk Oblasts,” based in the line set up by the Minsk Memorandum as of Sept. 19, 2014.
• Provide pardon and amnesty by way of enacting a law that forbids persecution and punishment of persons in relation to events that took place in particular departments of Donetsk and Luhansk Oblasts of Ukraine.
• Provide release and exchange of all hostages and illegally held persons, based on the principle of “all for all”. This process has to end – at the latest – on the fifth day after the pullout (of weapons).
• Provide safe access, delivery, storage and distribution of humanitarian aid to the needy, based on an international mechanism.
• Define the modalities of a full restoration of social and economic connections, including social transfers, such as payments of pensions and other payments (income and revenue, timely payment of communal bills, restoration of tax payments within the framework of Ukrainian legal field)
• With this aim, Ukraine will restore management over the segment of its banking system in the districts affected by the conflict, and possibly, an international mechanism will be established to ease such transactions.
• Restore full control over the state border by Ukrainian government in the whole conflict zone, which has to start on the first day after the local election and end after the full political regulation (local elections in particular districts of Donetsk and Luhansk Oblasts based on the law of Ukraine and Constitutional reform) by the end of 2015, on the condition of fulfilment of Point 11 – in consultations and in agreement with representatives of particular districts of Donetsk and Luhansk Oblasts within the framework of the Trilateral Contact Group.
• Pullout of all foreign armed formations, military equipment, and also mercenaries from the territory of Ukraine under OSCE supervision.
Disarmament of all illegal groups.
• Constitutional reform in Ukraine, with the new Constitution to come into effect by the end of 2015, the key element of which is decentralisation (taking into account peculiarities of particular districts of Donetsk and Luhansk Oblasts, agreed with representatives of these districts), and also approval of permanent legislation on special status of particular districts of Donetsk and Luhansk Oblasts in accordance with the measures spelt out in the footnotes, by the end of 2015.
